Progress continues on various development projects in the Columbia Pike corridor:
▪ Construction of the 8-story mixed use Halstead at Arlington, developed by the DSF group, is now complete, and the residential leasing office is open. This mixed use project was the first redevelopment approved under the Columbia Pike Form Based Code. It offers a great location (on the Pike at S. Walter Reed Dr.) , and nice views of the surrounding community as shown in the photo at the right which was taken from the balcony of an 8th floor apartment. The building features over 40,000 sq. ft. of ground floor retail space, 269 apartments, and three levels of underground parking. Amenities include a
concierge, an exercise facility, residents’ lounge (pictured at the left) and business center, and a patio, zen garden and pool. Kitchens are appointed with granite countertops, dark wood cabinets, and stainless steel appliances (see below). The residential leasing office is open just off the residential lobby on S. Water Reed Dr.), As of September 30, 2009 the building is 67% leased. All of the studio apartments are filled, but a number of 1 bedroom units are still available with rents from $1,600, and a number of 2 bedroom units are available at rents ranging up to $3,800 per month for the penthouse. Construction is nearly complete at the 55 Hundred project (previously named "Columbia Village"),on the Pike at S. Greenbrier, which is a 10-story mixed-use building. The developer, Fairfield Residential, previously completed the relocation of water lines that ran under the site, installing them under Columbia Pike. ▪Siena Park. Construction of the 6-story mixed-use Siena Park project is nearing completion. Its residential leasing office opened in November 2009 and the rest of the construction should be complete by the end of the year. The project, located at 2301 Columbia Pike, offers 32,000 square feet of retail with celing heights of 14’-15’, 188 luxury apartments, 14,000 saure feet of office space and three levels of underground parking of which 120 spaces are dedicated to retail. ▪ At Majestic Oak by Courtland Homes on S. Glebe Rd. (just below the Pike) an initial row of new two-car garage townhomes have all been sold and the next row of 24’ wide townhouses are under construction. These will complement the 11 single family homes that were previously constructed and sold. When complete the project will include 11 new townhouses. ▪The County Board approved theform based code compliant plan for redevelopment of the Arlington Mill Community Center. The project included a 6-level building at the corner of Columbia Pike and S. Dinwiddie St. that featured a new community center with a large gymnasium, residential apartments, some ground floor retail, and a public plaza. In addtion, the project included a 5-story residential building to the north of Dinwiddie St. Altogether the project included 192 residences, of which approximately 60 affordable units for those at 60% of the area’s median household income level. In order to accommodate this plan, technical adjustments to the
Form Based Code and regulating plan were approved by the Board on December 15, 2008. These included redrawing the revitalization district boundary to include the northern portion of the Arlington Mill property, designating a portion of Dinwiddie St. as “Avenue” site frontage, and modifying the planned width of Dinwiddie St.
Despite significant efforts, the County’s development partner, Public-Private Alliance (PPA), was unable to secure financing for the market-rate apartment portion of the redevelopment project in time for the project to commence earlier this year. In addition, the project is no longer eligible for any Virignia Housing Development Authority (VHDA) administered Tax Credit Assistance Program (TCAP) funding. Due to these developments, the residential component of the Arlington Mill project cannot advance at this time. The County and the Arlington Mill Steering Committee have been evaluating a variety of options for moving the project forward. Three options were presented at the Arlington Mill Steering Committee Meeting on December 3, 2009: (1) Wait to build approved plan and re-occupy current building (Option A); (2) Partial redisign of approved plan with four-story public building, gym and plaza (Option B); and, (3) Wait to build approved plan, demolish current building, and construct a synthetic field.

▪ The County Board recently approved two new mid-sized projects for the Town Center area of Columbia Pike, Columbia Place and Axumite Village. Columbia Place will be built on the empty lot located behind the Rite Aid Pharmacy, bounded by S. Edgewood, a new piece of 11th St. S., and S. Walter Reed Dr. The project by developer John W. Gosnell includes a 5-story building facing S. Walter Reed with 2 groundfloor retail units and 14 condominium apartments on the upper floors. the project will also include 8 three and a half story townhouses on 11th St. S. and S. Edgewood. Axumite Village will be built on S. Highland at 11 St. S. and will include 12 townhouses each with 3 stacked flats for a total of 36 condominium units. The Ethiopian Community Development Council (ECDC) who owns the property is the developer.
▪Demolition of the three buildings that made up the Adams Square Shopping Center is complete, and excavation is underway for the new 7-story Penrose Square Development in the 2500 block of Columbia Pike. Long time property owner B.M. Smith & Associates are partnered with Carbon Thompson Development for this large mixed use project. In addition, the County Board has approved a plan prepared with involvement of a public working group for a new public square that will be built at the site on Columbia Pike. The Evergreene Companies will build four luxury custom homes on the now empty lot at 7th St. and S. Glebe Rd, across from the Arlington United Methodist Church (the former owner of the property). Each of the three-level homes in "Columbia Green" will include an unfinished basement, a two-car garage, and are designed to blend in with the existing neighborhood. The homes will also be Energy Star Certified and Qualified and therefore substantially more energy efficient than homes built to the minimum code requirements. Current plans call for breaking ground soon, with an expected 4-5 month build-out. Those who buy now will have the opportunity to customize many of their home’s features. Profiles of Significant Projects on the Pike
The Halstead at Arlington—The 269 unit residential project with more than 40,000 square feet of retail and 450 underground parking spaces is the first Columbia Pike Form Based Code project to be approved. In addition to the residential, retail and parking elements, the project includes a restoration of the Arlington Hardware building façade and a permanent home for the Arlington Free Clinic. The developer is DSF Advisors.
Penrose Square—Owners B.M. Smith & Associates are working with Carbon Thompson Development to bring a new full size Giant grocery store to the site. The project will include additional street-front retail space, with 299 residential apartments above. In addition to the parking provided for retail/grocery customers and residents, the project will include more than 250 public parking spaces. This development will also lead to the construction of a public plaza framed by Columbia Pike on the south; S. Barton St. to the east; new shops to the north; and the FillmoreShopping Center on the west. The building will be seven stories on Columbia Pike and will include a 3 ½ story multi-family component on S. 9th St.
Siena Park (former Safeway Site)—More than 32,000 square feet of new retail space on Columbia Pike will fill the ground floor of this six story building along with 14,600 sq. ft. of office space on the second floor. 188 residential apartments will be constructed on the upper floors. Three levels of underground parking will be available, of which 120 spaces are dedicated to retail. The developer is Woodfield Investments.
55Hundred (formerly called "Columbia Village")--Fairfield Residential is developing a 10 story retail/residential building at 5500 Columbia Pike. This property is allowed additional height within the Columbia Pike Form Based Code as it is surrounded by high-rise buildings. More than 230 rental apartments will rise above the street-level retail. Parking for the project will be underground.
Arlington Mill--A public/private partnership between Arlington County and the team of Edgemoor Real Estate Services/ Davis Carter Scott is leading the redevelopment of this site. It will feature a 6-story building at the corner of the Pike and S. Dinwiddie St. with space for a new community center including a large gymnasium, residential apartments, a small amount of retail space and a new 17,000 sq. ft. public plaza. To the north along Dinwiddie a 5-story residential building will be constructed. Altogether, the project includes 192 residential units, 61 of which will be affordable to households at or below 60% of the area’s median income level.
Majestic Oak—developed by Courtland Homes, is a new community made up of 11 single family homes and 11 garage townhouses just two blocks south of Columbia Pike on the western side of S. Glebe Rd.
Axumite Village--36 stacked flat condominium units in 12 townhouses on S. Highland St. a block south of Columbia Pike.
Columbia Place--14 condominium units over two retail spaces in a 5 story building just below the Pike on S. Walter Dr., and 8 townhouses with rear loaded 2-car garages on S. Edgewood and 11St. S.
