Pike Gets Set to Celebrate 14th Annual Blues Festival this Saturday!
What better way to kick off the summer than to enjoy the fabulous and FREE Columbia Pike Blues Festival? On Saturday, June 20 from 1-8 pmseveral blocks of S. Walter Reed Dr. just north of the Pike will be transformed into the area’s favorite street party and community celebration. Featured artist Memphis Gold will headline this year’s festival with his “sanctified Beale Street urban gutbucket blues.” The festival line-up also includes blues notables such as Nadine Rae & the Allstars, Paul Mark & the Van Dorens, Danny Blew & the Blues Crew, and Deja Blue. The event will include signature eateries serving mouth watering foods (including Pike favorites Big Daddy’s BBQ, Rincome Thai Restaurant, Bob & Edith’s Diner, & Restaurante Abi) Yuengling beer and various wines, a variety of arts and crafts vendors, community resources, and plenty of family friendly activities. The Blues Festival is presented by CPRO with the support of a number of business, government, and non-profit organizations. This annual event helps showcase the progress that is being made on Columbia Pike including construction of exciting mixed-use developments, new retail and dining spots, and streetscape improvements—all of which are enhancing the experience of those who live, work, or play here. Drafthouse to Present Blues Fest Warm-Up Thursday

Shop Local, Shop Arlington Spearheaded by Arlington Economic Development (AED), Arlington's new retail campaign - Shop Local, Shop Arlington - is designed to help promote Arlington's retail community to both Arlingtonians and those who visit the county. Arlington Free Clinic Returns to the Pike
The new home of the Arlington Free Clinic on 11thSt. S. in the Halstead building is now open, and clinic staff, volunteers, and their patients are pleased to be back at the Columbia Pike property where they operated from 1998 to 2005.The new and beautifully designed 8,100 sq. ft. clinic is also a “green” facility. The clinic, which owns the space, is going through the Leadership in Energy and Environmental Design (LEED) evaluation process and hope to certified LEED Silver later this year. At Long Last, Demolition of Adam’s Square is Underway!
The long awaited start of the 28 month Penrose Square construction project occurred last week as the building at 2405 Columbia Pike (which previously housed the Lady Hamilton store and others) was reduced to rubble. The old strip shopping center was built in 1952 and 1964, and will be replaced by a new 7 story mixed-use complex with a new Giant store, 30,000 sq. ft. of other retail, 299 apartments, and a new public square. The project is being managed by general contractor Foulger-Pratt on behalf of Carbon Thompson Development and property owner B.M. Smith & Associates. Demolition of the remaining Giant pharmacy and Giant grocery buildings is expected in the next 30 days. Well Worth the Wait!Lost Dog Cafe Opens!
The owners of the new Lost Dog Cafe located in the HalsteadBuilding (2920 Columbia Pike, 703-553-7770, www.lostdogcafe) opted for a low-key “soft” opening this month but the word got out fast and created quite a buzz among the Pike community.Even as colorful murals (of dogs of course) were being painted on the wall,the restaurant welcomed a steady stream of customers all eagerly awaiting Lost Dog’s great pizza, hot sandwiches, and extensive offering of beers from around the world.The restaurant offers dine-in, carry-out, and delivery service.Parking is available on the first level of the Halstead, garage entrance on S. Walter Reed Drive.
M&R Mini-Market Grocery Opens!
While it is true that the Giant Grocery has closed at Adams Square while the new Penrose Square is constructed, there are many alternative grocery shopping options available. The latest is a new mini-market grocery located at 2609 Columbia Pike, just down the street from the old Giant Grocery.M&R Grocery offers a variety of every-day items (milk, bread, soda, eggs, cereal, etc.) as well as lots of party supplies and more. The Giant continues to offer a shuttle service to their Bailey's Crossroads store for those "big shops" while M&R Grocery gives Pike residents a convenient, close-by alternative when you just need to restock the basics. Store hours are 9:00 am-9:00 pm Monday – Saturday and 10:00 am-7:00 pm on Sunday.Parking is available just a few doors down in the parking lot adjacent to the CVS.

Former CPRO Board Member Todd Endo, and his wife Paula Endo were recently presented with the Ellen M. Bozman Lifetime Achievement Award for their fine work addressing the needs of Arlington’s Immigrant community.The Endos, who are long time Pike residents, have focused their considerable energies on the needs of immigrant teens through the Columbia Heights West Teen Photo Project, and are also appreciated for their considerable work in support of organizations such as the GreenbrierLearningCenter, the ArlingtonCareerCenter, The Urban Alternative, and the Arlington Community Foundation. Columbia Pike Farmers Market Re-Opens this Sunday!
The popular Columbia Pike Farmers Market will re-open for its 15th delicious year on Sunday, May 3. Come check out the fresh, ripe produce coming in from local farmers every Sunday from 9:00 am to 1:00 pm in PikePark, at the corner of S. Walter Reed Dr. and Columbia Pike. This year, in addition to farm favorites like Creek Side Produce, Twin Springs Fruit Farm, Smith Meadows Fresh Organic Meats, James Laughlin Dairy, Toigo Orchards, and Westmoreland Produce, we are pleased to welcome Cibola Farms who specialize in naturally raised bison, and Everona Dairy who are makers of artisanal sheep’s milk cheeses! Demolition Scheduled for Adam’s SquareShopping Center
In order to make way for the new Penrose Square development, Columbia Pike’s Giant grocery and pharmacy stores closed permanently on April 16, and demolition of the existing buildings has now been scheduled. The first building (at 2401/2405 Columbia Pike, former home of Lady Hamilton and other stores) is planned to be brought down next week. The second building (at 2411-2425 Columbia Pike, which housed the pharmacy, Cowboy Café, and other businesses) will be demolished on or about the week of May 15. And, finally, the Giant grocery building will be torn down on or about the first week of June.To minimize inconvenience to its customers, Giant has opened a temporary pharmacy across the street at 2408 Columbia Pike, and for grocery shopping is providing free round-trip shuttle service between the temporary pharmacy location and the Giant located at Bailey’s Crossroads. Brown’s Closes its Nissan New Car Dealership, Opens Used Car Super Center
The Nissan franchise that has that has been operated by the Brown’s Automotive group at 3200 Columbia Pike has closed. The Nissan new car, parts and service operations have been transferred to the Koons dealership at Seven Corners in Falls Church.According to Brown’s, Nissan wanted them to move the store but they could not find a suitable location. Nissan also wanted them to add another operation that they felt would dilute their business in Arlington. Consequently, Brown’s decided to reopen their Columbia Pike facility as a used car “SuperCenter” that is selling certified used cars from Honda, BMW, Toyota, Lexus, Mercedes, Infiniti, Mazda, Volvo, Hyundai, as well as Nissan. In addition, Brown’s continues to operate their large body shop at the rear of their Columbia Pike location.
Take a Walk Through Columbia Pike’s Past
On two successive Saturday afternoons, there will be a chance to walk about, learn some local history of the Columbia Pike area, meet some colorful reenactors, and enjoy a fun gathering of neighbors and new friends.
The leisurely 1 ½mile History Walks will take place on May 23 and May 30 at 2pm,and start and conclude at the Arlington United Methodist Church (716 S. Glebe Rd.). Both will end with light refreshments and an exhibit of the church’s 150 year history. The tour includes church site, a civil war encampment, a school, and a place where John Singleton Mosby once lived. The History Walks are free and open to all. Taste of Arlington Set for May 17

Fighting back against the spread of invasive plants, the Arlington Village Green Team has been working diligently to restore its cherished ravine. The lovely green belt runs east-west through the Village below 13th St. S., and is accessible from S. Edgewood and S. Barton streets. There, invasives were seen to be choking out native plants and damaging trees. Efforts have focused on removal of Japanese stiltgrass, smartweed, English ivy, and others, and this spring the team has focused on the pervasive garlic mustard plant. Auto Repair Services Available Again at the George Mason/Columbia Pike
The former George Mason Shell (4211 Columbia Pike) that was closed for several months while being upgraded with new tanks and dispensers has reopened its repair service and snack shop. The station operator reports that he hopes customers will once again be able to purchase gas at the service station sometime in June.
Free and Convenient Computer Recycling Drop-off at Goodwill
Did you know about the used computer equipment drop-off program available free of charge at the Goodwill located right off Route 50 at 10 S. Glebe Rd (703-769-3711)?The program is called “Reconnect” (www.reconnectpartnership.com).You can drop off any brand of used computer equipment.It’s a free service and you get a receipt for tax purposes. The goal of the program is to divert more than 2.7 million pounds of used computers and computer equipment from landfills during the next year. Reconnect also hopes to create job opportunities for individuals who have barriers to employment or independence.

Giant Grocery to Close on April 16; Shuttle Service Begins April 18
As reported last month, the Giant grocery and pharmacy stores located on Columbia Pike at S. Adams St. will permanently close on Thursday, April 16, 2009, at 11 p.m. to make way for demolition and construction of the new Penrose Square development. Effective Friday, April 17, 2009, Giant will open a temporary pharmacy at 2408 Columbia Pike located opposite this shopping center in the space next to Rappahannock Coffee. The temporary Pharmacy will remain open until the new Penrose Square Giant Food and Pharmacy store opens in 2011.To minimize inconvenience to its customers, Giant will provide free round-trip shuttle service between the temporary pharmacy location and the Giant located at Bailey’s Crossroads. The shuttle will pick up passengers directly behind the temporary pharmacy and will run on the following days and times:

Streetscape Improvements Continue Along Columbia Pike
Construction continues on the north side of the Pike around S. Highland St. with the installation of new curbs, gutters, sidewalks, and tree pits, and this work will continue westward to S. Oakland St. Once the north side is complete, crews will begin work on the south side at S. Oakland, and then move east all the way to S. Garfield St. Meanwhile, a water main replacement project between S. Glebe and S. Oakland St. is also scheduled to begin in 4 to 6 weeks.A public presentation of proposed changes to the County’s Parking and Curb Space plan will take place on Monday, April 13 at 7:00 pm at the WalterReedCommunity Center. This meeting is open to all.
Physical Improvements Approved for ThomasJeffersonMiddle School
A project to implement a variety of physical improvements to the JeffersonMiddle School won School Board approval on April 2. The $4.3 million effort will provide additional windows, lighting, dome skylights, and other interior modifications to enhance the educational experience, as well as new carpet, ceiling tiles, and paint. The architecture firm of Perkins Eastman is doing the design work and an RFP for the construction phase is being developed. Implementation of the improvements is expected to begin in September. A separate project previously approved will involve replacing the mechanical systems of the building located at 125 S. Old Glebe Rd at S. 2nd St. in Arlington Heights.

Three at Sheraton National Named Hospitality Superstars!
At the recent Arlington Chamber of Commerce Hospitality Awards three of Sheraton National Hotel’s top employees were lauded for their exemplary service and received 2009 Hospitality Superstar awards. They were Banquet Captain Ghirmay Hiabu for his adept work as Banquet Captian; Purchasing Manager John Gildersleeve for his extra duties during the inauguration week; and Bell Captain Bereket Yenae for the excellent care he provides to guests including the families of service members lost in Iraq or Afganistan. Penrose Square Moves Ahead—Giant to Close on April 16
Giant Food has announced that their grocery and pharmacy stores located on Columbia Pike at S. Adams St. will permanently close on Thursday, April 16, 2009, at 11 p.m. to make way for demolition and construction of the new Penrose Square development. Effective Friday, April 17, 2009, Giant will open a temporary pharmacy at 2408 Columbia Pike located opposite this shopping center in the space next to Rappahannock Coffee. The temporary Pharmacy will remain open until the new Penrose Square Giant Food and Pharmacy store opens in 2011.To minimize inconvenience to its customers, Giant will provide free round-trip shuttle service between the temporary pharmacy location and the Giant located at Bailey’s Crossroads. The shuttle will pick up passengers directly behind the temporary pharmacy and will run on the following days and times:

Pike Progress Luncheon Draws Record Crowd
More than 130 stakeholders turned out for the annual Pike Progress Luncheon on March 4, showing that problems in the financial markets and national economy have not dampened interest in the Pike’s revitalization, nor enthusiasm about the opportunities that exist here. Elected officials, neighborhood leaders, small business owners, and members of the real estate development community were treated to delicious Bolivian fare at Cecilia’s Restaurant/The Salsa Room along with upbeat speeches about what has been accomplished and about what is to come for the Columbia Pike corridor. CountyBoard Chairman Barbara Favola reiterated the Board’s support of the Columbia Pike Streetcar Project, and spoke of the priority she has placed on launching a Columbia Pike Land Use and Housing Study and finding ways to retain or create affordable housing. “Partly sunny, with a chance for growth” was how AED Director Terry Holzheimer described his economic forecast for the County as he provided data indicating that Arlington is weathering the storm better than almost any other area in the country. Josh Solomon, President of the DSF Group, spoke with pride about his company’s development of the Halstead, the Pike’s first major redevelopment in decades, and reported solid leasing results for both retail and residential units. Penrose Square Project Obtains Financing
Carbon Thompson reports that their Penrose Square project (on Columbia Pike at S. Adams St.) is now fully funded. The deal with Wachovia and RBS, which was wrapped up on February 12, means that the existing Giant grocery store and pharmacy will soon be given 45 days notice, and their closure will make way for demolition and excavation of the site.The 7-story development will include a large new Giant store, 30,000 sq. ft. of other retail, 299 apartments, more than 700 parking spaces, and a new public square. The project had been held up pending resolution of a financing package. This is a significant accomplishment in today’s difficult lending environment where fewer loans are being made, and terms are generally less attractive.Financing difficulties have delayed groundbreaking for the ArlingtonMillCommunity Center redevelopment (on the Pike at S. Dinwiddie St.), and also explains why it has not yet been possible to close a deal to redevelop the Bob & Edith’s 2 site (on the Pike at S. Buchanan St.).CPRO will report any additional progress in future e-newletters and on the website, www.columbiapike.org.
Two New Developments Move Toward Approval
Development plans making their way through the County approval process could result in construction of the first new townhouses in the Pike’s revitalization district. On the lot behind the Rite Aid pharmacy on the Pike at S. Walter Reed Dr., local developer John Gosnell plans to build “Columbia Place,” with 8 three and one half story townhouses- 5 facing S. Edgewood St. and 3 on a new segment of 11th St. S. In addition, his project would include a 5 story mixed-use building on S. Walter Reed Dr. with 2 ground floor retail spaces and 14 residential units on the upper floors. These plans went to the County in December and are awaiting staff comment. Just west of there at S. Highland and 12 St. S., the Ethiopian Community Development Council (ECDC) is planning “AxumiteVillage.” This project would include 3 flats in each of 12 townhouses for a total of 36 residential units. Both developments are being planned pursuant to the Columbia Pike Form Based Code, and both hope to be able to break ground this year.
Streetscape Improvements are Well Underway
Each morning this month has found work crews busy building forms and pouring concrete for new sidewalks and tree boxes along a 5 block stretch of Columbia Pike from S. Garfield St. to S. Oakland St. This work is part of an ArlingtonCounty streetscape improvement project that included the installation of underground ducts for utility lines. Local residents are anxiously awaiting the removal of the old telephone poles that are still visible in this photo, along with the addition of new decorative light poles and new landscaping. South Arlington Schools Making Headlines
On February 11 Wakefield became the first public high school visited by new U.S. Secretary of Education Arne Duncan.During his visit he praised the stimulus legislation being considered by Congress, particularly the education funding which would be used for school construction, Pell grants, tuition tax credits, and more. Duncan also visited with Advanced Placement (AP) students and faculty and applauded Wakefield’s academic achievements and rigorous curriculum. Several weeks ago Virginia Governor Tim Kaine visited the ArlingtonCareerCenter and its new “Governor’s Career and TechnicalAcademy” that is funded by a grant from the National Governor’s Association. Kaine spoke about the need of the U.S. to re-embrace technical education, and complimented the CareerCenter on its efforts. In other news, Pike area students swept 4 of the 6 first place awards in Arlington Public Schools’ 2009 Dr. Martin Luther King, Jr. Essay Contest. More than 600 students wrote essays about their dreams for making the world a better place. Federal Funding Requested for Pike Streetcar System
As the incoming administration prepares a new economic stimulus package, local jurisdictions and regional planners are submitting lists of infrastructure projects that could begin within 18 months should they receive federal funding. And, the Columbia Pike Streetcar Project is appearing on a number of those priority lists. For example, ArlingtonCounty and the Northern Virginia Transportation Authority have requested that the project receive $50 million from the public-works initiative. “I am very encouraged that federal funds may be devoted to this and many other transit projects,” said Chris Zimmerman, Arlington County Board member and Chair of Metro’s Board. With federal help Zimmerman believes construction of the system will be expedited, and said the groundbreaking could occur by 2011. For more information about the Pike Transit Initiative click here. Also included in area wish lists are funds to support re-construction of the WashingtonBlvd.Bridge and interchange at Columbia Pike, and design funding for street and streetscape improvements along the Pike.

Pike Artist Makes Splash With Obama-Inspired Pieces
Dozens of paintings and prints inspired by the incoming President are highlighting the Grand Opening and Inaugural Open House of JAZI ROCK studios. The exhibit by local artist Kevin T. Favola Singles Out Columbia Pike During New Year’s Address
Continuing a long-time Arlington tradition, new County Board Chair Barbara Favola discussed upcoming challenges, opportunities, and her priorities for 2009 in a January 1 speech. And, the Pike was on her mind as she noted, “the next generation of development in this County will take place along Columbia Pike.” She cited her goal of maintaining the Pike’s “character and diversity,” and expressed concern about a continued loss of affordable housing if new measures are not taken soon. Consequently, she said, “we must accelerate the Columbia Pike Land Use and Housing Study.” County planning staff expect to convene a plenary group of citizens and kick-off the study by the end of this quarter. They also hope to retain the services of a consultant to assist the group with economic analyses.
Columbia Grove Undergoing a Major Upgrade
Significant renovations and upgrades are being made to Columbia Grove, a mixed-income property located at 1010 S. Frederick St.The $6.5 million renovation project includes adding approximately50 more parking spaces, substantial improvements to the leasing office and a new Community Center for resident activities, new roofs, brand new kitchens, updated bathrooms, and new floors. “On behalf of our residents and our Board we are so pleased that the Columbia Grove Apartments renovation is now underway,” said Nina Janopaul, President and CEO of the Arlington Partnership for Affordable Housing (APAH).“We are pleased to be able to preserve and improve our 208 unit property plus expand the available parking on the site.This expansion was important to our residents and to our neighbors and friends in ColumbiaForest.”The project is slated for completion in August 2009 and will yield an increased proportion of affordable units, from 50 percent currently to 62 percent.
Rapid Construction Progress Seen on Both Ends of the Pike
After months of shoring and construction of underground parking decks, Siena Park has risen above grade! Now, it’s full-steam ahead for Woodfield Investments’ 6-story mixed-use project at 2301 Columbia Pike at S. Wayne St. The building is scheduled to be delivered in the fall of this year. Public Parking Open at the Halstead
The 128 public parking spaces on the first underground level of the Halstead’s parking garage are now open from 6:00 am to 2:00 am every day. The garage is using Pay-by-Space meter stations that give you the choice to pay by cash, credit or debit card.Public parking is allowed for up to 4 hours and the cost is $1 per hour. The garage entrance is on S. Walter Reed Dr. just south of the intersection at Columbia Pike.

Seems like area food reviewers have discovered another reason to love the Pike…Salteñas, and other great Bolivian food.Of course, we already knew that, but its good to know that others are discovering what City Paper’s Tim Carma describes as “the area’s best ethnic food (that you’re not eating).”He found out the hard way that the delicious salteñas at El Pike/Pike Pizza (4111 Columbia Pike) sell out early on weekdays but then went on to rave about the restaurant’s Silpancho. Irish Pub & Restaurant Slated for the Halstead
The group behind the Irish-owned McGinty’s Public House in Silver Spring has signed a letter of intent to lease a 6,400 sq. ft. space in the new Halstead at Arlington for a full service restaurant and pub. Tentatively called “P. Brennan’s Irish Pub,” the establishment will be located in the former Arlington Hardware store space on Columbia Pike just off S. Walter Reed Dr.Meanwhile, the partners who are developing the new Lost Dog Café at the Halstead expect to submit their application for a building permit to the County next week and hope to begin interior construction of their space in January. The 60-seat restaurant is expected to open in May of 2009.Other parties interested in retail opportunities at the Halstead should contact Lindsey McGaw of KLNB retail at 703-722-2707. Interest in the Halstead’s rental apartments continues to grow, with an initial set of residents moving in this weekend. Advisory Group Reviews Plans for Former Bob & Edith’s Site
On December 10 a citizen-based advisory working group determined that plans for development of 4707 Columbia Pike are substantially compliant with the Columbia Pike Form Based Code. Panel members applauded developer Bob Eisenberg and his architect, SK&I, for their efforts to design a project that reflects the community’s vision for that site. The review was performed as part of a process that should result in administrative approval of the development by County staff in the months ahead. The 4-story project by Heritage Property Co. is planned to include ground floor retail, 63 residential units, and underground parking.

When Zulkuf Gezgic arrived without much money, he knew he had to work very, very hard. He started out as a cook at Attila’s restaurant in 1994, and after spending more than two years as a cook, Zulkuf bought the restaurant from Atilla Kan in 1997. Today, he is the owner, manager and chef for Atilla’s Restaurant… Zulkuf is a man of few words. But listen carefully, and you’ll hear his quiet passion for good food and entertaining. As he offered me “the world’s best hummus” to take home, he insisted that I warm the pita bread before I sampled the hummus (it IS he best I’ve tasted). And if you get hooked on the pita bread as well (not hard to do), you can order it by the bagful to take home. Using more hand gestures than words, he attempted to describe how he makes yogurt from scratch. Then he described Kazandibi, a popular Turkish dessert, as magical – an egg-less milk pudding that is white on one side, and brown on the other.Nothing, according to Zulkuf, like flan. Giant Moving Forward on Temporary Pharmacy while Penrose Project Financing Awaits Finalization
Reston-based JCA Architects (www.jcaarchitects.net) has designed a temporary Giant pharmacy and a building permit has been secured for the interior construction at 2408 Columbia Pike (the vacant storefront next to Rappahannock Coffee). The new facility is intended to serve customers during construction of the new Penrose Square development which will include a new Giant grocery store and pharmacy. However, closure and demolition of the existing Giant grocery and pharmacy remains on hold pending finalization of the Penrose project’s financing package.Final details regarding interim grocery services through free round-trip shuttle service to another Giant location are still being sorted out.
CPRO to Launch Senior Outreach and Support Effort
CPRO is pleased to be one of 46 local nonprofit organizations to receive a 2008 Community Enhancement Grant from the Arlington Community Foundation (www.arlcf.org).The grant project “Helping Columbia Pike’s Elderly Navigate a Corridor in Transition” will allow CPRO to focus more intensively on reaching out and engaging with area seniors to keep them informed about changes coming to the Pike and to make adjustments in how they obtain services. More Progress on Streetscape Project
Arlington County is about to begin construction of streetscape improvements along the Pike between Garfield and Oakland Streets. The County, in coordination with the utility companies and contractors, has installed all utility lines in the newly constructed utility-duct system under Columbia Pike and connected the new underground service lines to all area businesses. All Verizon overhead lines and County overhead lines for traffic-signal communications have been removed. Now, Dominion and Verizon services and Arlington County traffic signals operate from the new underground facilities. Comcast is currently finishing up their work and removal of the remaining overhead wires and utility poles is expected to begin by late January 2009. This will improve the appearance of the area and eliminate problems associated with downed power lines.Arlington will also be upgrading a water main between Glebe Road and Oakland Street in coordination with the streetscape improvements.Plans reported in last month’s e-newsletter to improve sidewalks and add street trees and ornamental lighting beginning in January 2009 remain on-track. Real Estate News on S. Glebe Rd.
The 28,000 sq. ft. lot at 7th St. and S. Glebe Rd is now under contract. The empty parcel has long been owned by Arlington United Methodist Church which is located across the street. It is zoned for single family homes, and it is expected to be subdivided into 4 or 5 lots.Just south of the Pike on S. Glebe, the first of 3 new town houses at Majestic Oak has sold for $680,000, and the new owners have happily moved in. According to Monika Griffin of Courtland Homes, construction of the next set of townhouses will begin as soon as the next existing unit is sold.
Dust Storms Stir Expressions of Concern
Growing concerns over hazards caused by the clay composite field at Thomas Jefferson Park have moved local groups to call on the County to replace it. Frequent dust clouds created by windy conditions or regular play on the field have reportedly affected air quality in the adjacent middle school and caused some respiratory problems. Nearby residents say they are left unable to open their windows. Consequently, the civic associations of Arlington Heights, Ashton Heights, and Lyon Park, and the Thomas Jefferson and Patrick Henry PTAs have all requested that the field be replaced with natural or synthetic turf. County staff are currently considering alternatives and are expected to propose a response. Halstead Apartment Leasing Office Opens

Fairfield Renames its Western Gateway Project
The 10-story mixed use building that is rising at 5500 Columbia Pike (at S. Greenbrier St.) has a new name.Formerly referred to as “Columbia Village,” the development has been re-branded “55 Hundred.” Work crews are currently pouring concrete for the top floors of the building that will include 7,500 sq. ft. of ground floor retail and 235 apartments, and is the first redevelopment project in the Pike’s Western Gateway revitalization district. Madison Retail Group Selected to Lease Siena Park Space
Woodfield Investments, the developer of Siena Park which is being built on the Pike at S. Wayne St., has hired Madison Retail Group to handle leasing of the building’s 32,000 sq. ft. ground floor. After months of excavation, concrete has been poured for most of the underground parking structure, the building will soon reach grade level, and delivery is expected in late 2009. Building plans show that ground floor retail opportunities include 7 storefronts ranging in size from 1,900 to 10,500 square feet. New Administration May Open Door to Federal Funds for Streetcar System
Local officials who have been involved in planning the Columbia Pike streetcar system have never expected to receive federal funding for the project-- until now, that is. In the November 7-13 issue of the Washington Business Journal Arlington County Board member and Metro Board Chair Chris Zimmerman is quoted as saying “I think there’s a really good chance for some viable federal funding.” What’s making the difference is a likely shift in the nation’s transit priorities under President Obama in favor of light rail, and the likelihood of a large federal investment in transportation as part of the next economic stimulus package. The local share of streetcar system costs are expected to supported by Arlington and Fairfax counties’ dedicated transportation funds that are being built via a supplemental commercial property tax.Meanwhile, the New York Times reports that Cincinnati is the latest city to join a list of 40 municipalities that are looking to build streetcar systems to improve transportation and produce economic development. More than a dozen municipalities already have operating streetcars including Portland, Charlotte, Seattle, New Orleans, and San Francisco; and Denver, Houston, and Salt Lake City have recently introduced new systems or plan to very soon.

The George Mason Shell (4211 Columbia Pike) has closed while it is being upgraded with new tanks and dispensers. The station operator reports that when the service station reopens it is likely to be something other than a Shell Gas station and will offer the most competitive gas prices on the Pike. Streetscape Project Moves Forward
Utility Undergrounding/Pike near S.Glebe -The final connection to the new underground utility linesalong a 2,500 ft. stretch of the Pike between S. Garfield and S. Oakland Sts. has now been completed, and removal of overhead wires and many of the utility poles will begin soon. In addition, the County has just hired a contractor for an 8-month project to improve sidewalks and add street trees and ornamental lighting. Columbia Village Reaching New Heights!
Construction crews are working on the 7th floor of the rapidly rising Columbia Village that is being built on the Pike at S. Greenbrier St. The project, which is being developed by Fairfield Residential, will be ten stories tall, and will include 7500 sq. ft. of ground floor retail and 235 apartments. This is the first major redevelopment in the Western Gateway section of Columbia Pike. Penrose Square Progress: Lease Signed with Giant, Public Meeting Held on Site Logistics Plan
A major milestone in the Penrose Square development project was reached with the recent signing of a long-term lease agreement between Carbon Thompson Development and Giant Grocery. The developer is hopeful that the project’s financing package will be finalized in November. Giant’s interim plan continues to include provision of pharmacy services at 2408 Columbia Pike, the vacant storefront next to Rappahannock Coffee; the details regarding interim grocery services through free round-trip shuttle service from the interim pharmacy to another Giant location are still being sorted out. Once the developer’s financing package and the interim service plan are approved, Giant Grocery will be given a 60-day notice to cease operations. However, a provision in the lease agreement allows Giant the option of stay open through the 2008 holiday season, regardless of the specific date the notice to vacate is issued. The overall construction period from beginning of demolition to delivery is 28 months. Site construction plans were presented at a public meeting at Walter Reed Community Center on October 7th, including plans to close the sidewalk along the southside of 9th street during the construction period. County Board Authorizes Housing Study to Focus on Affordable Housing as Well as Revitalization and Redevelopment
On September 16 the Arlington County Board approved a resolution authorizing the County Manager to commence the Columbia Pike Land Use & Housing Study, an initiative that has long been planned as an adjunct to the Pike’s Revitalization Initiative. This effort will study the residential areas along the Pike which were not included in earlier revitalization planning that was focused almost exclusively on existing commercial properties. The adjacent residential areas include a number of older apartment complexes that are likely to see increased demand for redevelopment, and about which there is concern about potential loss of affordable housing. A "Plenary Group" of stakeholders and a smaller subset referred to as the "Working Group" will be established to identify issues, discuss opportunities, and review and comment on findings, policies, and recommendations prepared by County staff and/or its consultant. The County Board’s resolution asks for the creation of a plan that includes a new vision for these areas that complements the community’s housing goals and results in creation of improved housing stock and broader housing options. It is expected that the planning phase of the study will take 18 months and the implementation phase an additional 12 months.
County/U.S Land Swap Approved in Foxcroft Heights
On September 16 the Arlington County Board approved a land swap with the United States Government at the eastern gateway of Columbia Pike. The agreement will allow the U.S. to expand Arlington National Cemetery and provide land for the County to use for an Arlington Heritage Center and Black History Museum (www.arlingtonblackheritage.org) on land that used to be home to Freedman’s Village, a community of former slaves. A large and enthusiastic crowd came out on September 20 and enjoyed the 2nd annual Taste of the Pike - a multicultural celebration that truly lived up to its name! Once again the grounds of the Arlington Mill Community Center came alive with culinary specialties from a variety of the Pike’s popular Thai, Salvadoran, Ethiopian, Peruvian, Bolivian and Southern American restaurants and caterers. The festival also featured a colorful global market with arts and crafts booths, local companies offering other products and services, and a number of civic and community service groups. In addition, the crowd enjoyed live entertainment throughout the day including musical and dance performances reflecting the cultures of Mongolia, Malaysia, Spain, Panama, China, the Caribbean, Ireland, Africa, and Bolivia! CPRO was pleased to bring the event to the Pike community in partnership with the Arlington County Multicultural Advisory Commission, whose Vice Chair, Wuiping Yap, who served as performance coordinator and MC. Numerous Streetscape Projects Move Forward
11th Street/(Walter Reed to Garfield-Construction of a new section of 11th St. between the Halstead and BB&T Bank is expected to begin soon. Efforts to secure right-of-way from BB&T are underway, and construction will take 3 months to complete. Total project cost is $1.1 million.
Washington Blvd. Bridge and Interchange Replacement - VDOT is currently soliciting proposals from design-build firms and expects to award a contract in early 2009. Construction should begin in 2010 with completion slated for Dec. 2013.
S. Scott Street/Columbia Pike Signal and Median- To address safety issues at this intersection with two busy bus stops a concrete pedestrian refuge median, pedestrian activated traffic signal, and improved crosswalk and lighting have been installed. The project was funded by the County at a cost of $120,000.

Utility Undergrounding/Pike near Four Mile Run - County staff is working with VDOT on the design of this project which will include realignment of S. Four Mile Run (Minor) with S. Buchanan Street. Right of way authorizations are being obtained, and final engineering plans are now being prepared. Construction of utility undergrounding is scheduled to begin in the spring of 2009, and streetscape improvements in 2010. Approx. $7.5 million in federal secondary and state revenue-sharing funds are assigned to this project.
Global Dining on the Pike!
Last month we kicked-off our ongoing Global Dining on the Pike feature and highlighted Dama Ethiopian Restaurant and Bakery located at the far eastern side of the Pike (see www.columbiapikepartnership.com/GUIDE/271803.html). We are happy to see that we aren’t the only ones that think the Pike offers great global dining experiences. This month another of our favorite Ethiopian restaurants on the western end of the Pike (located just over the Arlington border) was featured in the Washington Post Magazine’s 2008 Fall Dining Guide Meaza Ethiopian Cuisine and Café located at 5700 Columbia Pike, Falls Church, named for owner Meaza Zemedu, offers 7,000 square feet of dining room, banquet room, food store and butcher shop, with a stage for live music on weekends and is noted for many mouth-watering dishes, and particularly for its premium house-made, teff injera bread. The third of three 2008 Diversity Dialogues will take place on Sunday, October 26, from 1:30 to 4:30 pm, at the Drew Model School, 3500 S. 23rd St., Arlington VA 22206. “My goal is to develop better personal understanding across Arlington’s richly diverse cultures through dialogue,” said County Board Chairman J. County/U.S Land Swap Planned
On Tuesday, Sept. 16 the CountyBoard is expected to approve an exchange of land just north of the Pike with the United States Government. According to the plan, the County would acquire approximately 4.23 acres of real property, (a portion of a parcel known as Navy Annex, FederalOfficeBuilding #2) in the FoxcroftHeights neighborhood. In return, the U.S. Government would receive a comparable sized parcel made up primarily of Southgate Road bounded by the ArlingtonNationalCemetery to the North. This swap would facilitate future development of a heritage museum on the new County property, and expansion of the cemetery on the Federal Government’s property.

What Construction Slow Down? The Pike Keeps Building!
Despite tough times in the construction industry nationwide, building activity in the Columbia Pike corridor is continuing at a solid pace. With concrete poured for three levels of underground parking, Columbia Village by Fairfield Residential is now rising out of the ground on the Pike at S. Greenbrier St. The 10 story project, which will include 234 apartments and about 7,000 sq. ft. of ground floor retail, is expected to be completed in late 2009. West of there, at 5666 Columbia Pike metal framing is in place for the new five story headquarters of the Arlington Virginia Federal Credit Union. That building is expected to be completed next summer.
Exterior construction of the eight story Halstead (on the Pike at S. Walter Reed Dr.) is nearly complete, with delivery projected in December of this year. That project will include 269 rental apartments, 40,000 sq. feet of retail, and 450 underground parking spaces. Also, construction of the first row of garage townhomes at Majestic Oak by Courtland Homes (S. Glebe Rd. just below the Pike) will be completed within 60 days. Two additional town house rows are planned. And, excavation is now complete and a construction crane is in place for Siena Park by Woodfield Investments. That six story project on the Pike at S. Wayne St. will include 188 rental apartments, more than 14,000 sq. ft. of office space, and 32,000 sq. ft. of retail.
In addition, renovation work abounds and is producing major upgrades along the Pike including all new interiors, driveways, entryways, a fountain, and a new cyber café at the Wellington Apartments, 1850 Columbia Pike (www.livethewellington.com); new windows and signage for the commercial building on the Pike at 927 S. Walter Rd. Dr.; new interiors for 218 apartments, new cornices, exterior columns and landscaping at the Taylor Place apartments at 4301 Columbia Pike (www.taylorplaceapts.com); and 227 refurbished units at the Stratford (to be renamed Infinity Apartment Homes) on the Pike at S. Columbus St. (www.infinityapts.com).
County Board Approves Public Square for Penrose
The Arlington County Board on July 21 approved the master plan for Penrose Square, the first and largest of three new squares planned for Columbia Pike’s TownCenter that are key to efforts to transform the Pike. “Penrose Square will provide a beautiful, well-planned public gathering place on Columbia Pike,” said Board Chairman J. Walter Tejada. The 33,000 sq. ft. square will be located in what are now the existing surface parking lots of the Adams Square and Fillmore Shopping Centers. It will include a paved central plaza, tree-covered terrace with movable seats and tables, a zero depth interactive water fountain, mounded grass areas and public art. The square will face south, fronting on Columbia Pike. It will be bounded on two sides by the new 7-story Penrose Square development (expected to begin construction this fall) that will feature a Giant grocery store, other ground floor retail, 299 rental apartments, and underground parking. Click here to see the design of the square. The square will be built in two phases. Phase I will consist of a 17,760-sq. ft. parcel which represents the eastern half of the square. Construction of Phase I is expected to begin in mid-2010 and has an estimated cost of $2.2 million. Phase II – approximately 15,000 sq. ft. – will be provided by and coordinated with the future redevelopment of the Fillmore Shopping Center site. Although a construction date for the second portion of the square is not yet determined, it is projected to cost an additional $2 million.

Columbia Pike to Get Area’s First "Super Stops"
Three new prototype bus shelters featuring heated seats, heated floors, new lighting, glass walls, and WiFi capability will be built on Columbia Pike within the next nine months, the Washington Metropolitan Area Transit Authority (WMATA) announced recently. They are designed to enhance the experience of bus riders and encourage transit use. These three stops are the first of potentially 22 that could be built along the Pike. Doing More for Our Environment
CPRO is pleased to have become a partner in Fresh AIRE, the Arlington Initiative to Reduce Emissions! New Playgrounds a Hit at Harvey Hall and Barcroft Park
A major playground replacement project was recently completed at Harvey Hall, the 116-unit apartment community at 850-860 S. Greenbrier St. in Columbia Heights West. The affordable housing complex is owned by the non-profit Arlington Housing Corporation (AHC) which renovated much of it in 2005 and 2006. But, when it came time to address the play area AHC turned to Kaboom, a local non-profit that builds playgrounds for qualifying communities. Major financial support and a big crew of volunteers were provided by Arlington-based Corporate Executive Board. The new fenced playground has a large slide, swings, a jungle gym and a sandbox and is decorated with colorful painted flags representing a wide variety of countries around the world. The playground at BarcroftPark on S. Four Mile Run Dr. also recently got a major upgrade. It now features a jump slide, climbing play-nets, and more. Lighted handball, tennis, and basketball courts, and new picnic and game tables were also installed at Barcroft Park. It’s time to play!
Easter Seals Adult Day Care Center Now Open
County residents now have an additional day placement for loved ones experiencing symptoms of Alzheimer’s or dementia. The program, which opened earlier this summer is located at the WalterReedCommunity Center at 2909 16th Street S. and S. Walter Reed Dr.just below the Pike. The newly licensed facility offers medical and therapeutic recreational services and will assist individuals to continue residing in the community and postpone or avoid placement in nursing homes. Community Labyrinth Walk Planned at Arlington UMC The art studio at Faith Renaissance invites the community to join in a labyrinth walk on Saturday and Sunday August 16 and 17 at the Arlington United Methodist Church, 716 S. Glebe Rd.A large labyrinth will be created on the church’s front lawn for this event, and there will be an indoor labyrinth as well. Not a maze, the labyrinth is a winding path which echoes the twists and turns that our lives can take. 13th Annual Blues Festival Wows the Pike!
The Pike was swingin’ and swayin’ as the largest crowd ever turned out for the 13th annual Columbia Pike Blues Festival on June 21. Great music, delicious foods, and hot and sunny weather combined to make it the perfect way to celebrate the first day of summer. CountyBoard Approves Arlington Mill Project
On June 24 the Arlington County Board approved plans for the long-awaited redevelopment of the Arlington Mill Community Center site on the Pike at S. Dinwiddie St. The Form Based Code compliant project includes a 5 story residential building and a 6 level mixed use building. It includes a 30,000 sq. ft. community center, a 9,000 sq. ft. gymnasium, a 14,500 sq. ft. public plaza, 3,000 sq. ft. of retail space, 192 residential units, and underground parking. In addition, a portion of S. Arlington Mill Dr. at the Pike will be converted to expand the public plaza and will have access for emergency vehicles only. A new portion of 9th St. S. will be built at the northern end of the project to provide access to the neighboring Park Glen condominiums as well as parking and loading for the new development.To see a rendering of the project as approved click here.
Lost Dog Cafe Signs Letter of Intent for Space at the Halstead
According to the website of KLNB, the broker handling the leasing of retail space at the Halstead (corner of Columbia Pike and S. Walter Reed Dr.)Lost Dog Cafe intends to lease 2,400 square ft. on the ground floor of the new building on Columbia Pike. Since 1985 Lost Dog has developed a loyal following for their original restaurant in the Westover neighborhood in North Arlington. Public Hearing Held Regarding Washington Boulevard Bridge Replacement Project
On Tuesday, June 17th VDOT held a Design Public Hearing at Thomas Jefferson Middle School to present and discuss with the community the design for the Washington Boulevard (Route 27)/Columbia Pike (Route 244) interchange improvements and bridge replacement project. This project was originally presented at a public hearing in 1998 but due to funding constraints the project was placed on hold in 2002. A reduced-scope project was subsequently re-initiated and with input from the community (a “Bridge Working Group”) on both operational and aesthetic-related issues a new design was developed. Maintaining full access to and from S. Queen St. was a priority for the community and this was accomplished with the new design. The new bridge will also accommodate the planned Columbia Pike streetcar. VDOT is currently soliciting proposals from design-build firms and expects to award the contract in early 2009. Construction will take approximately 30 months and completion is slated for December 2013. The current estimated cost is $54.8 million.
Progress Continues on Streetscape Improvements
You may have noticed a new median being constructed on Columbia Pike at S. Scott Street! This is a pedestrian refuge island in the center of the roadway and will include a pedestrian-activated traffic signal. Meanwhile, VDOT has approved the construction phase of the long-awaited streetscape improvements on the Pike between S. Garfield and Oakland Streets. Next steps include acquiring a VDOT permit, putting the project out to bid, awarding a contract, and construction work. Meanwhile, electrical service connections from the new underground electricfacilities to individualproperties are continuing. The connections of the Litman Law Office building and Oakland Apartments are being completed and construction will continue heading east on the Pike. All of the underground connections need to be completed before overhead wires and poles can begin to be removed.
Alcova Heights Block Party Set for July 13
The Alcova Heights Citizens Association Neighborhood Block Party is Sunday, July 13 from 4-7PM in the 800 block of S. Lincoln St. AHCA will provide burgers, hot dogs, and non-alcoholic drinks. There will be kids’ activities, music, horseshoes, and a volleyball game! The rain plan is a pot luck at St. John’s Baptist Church (1905 Columbia Pike) from 5-7PM. Neighbors are asked to bring a side dish or dessert.
Keegan Theatre Company to Present Man of La Mancha
Columbia Pike’s own Mark Rhea, co-founder and Artistic Director of The Keegan Theatre is directing the Tony Award winning 1965 Broadway musical Man of La Mancha, playing at Church Street Theater in Washington DC. Man of La Mancha tells the story of Don Quixote and his fellow prisoners as they await their hearings with the Spanish Inquisition. Don Quixote will be played by David Jourdan whose band has played multiple shows at the Arlington Cinema ‘N’ Drafthouse. The show will be running from the July 10 to August 16. Pike to Celebrate its 13th Annual Blues Festival on Sat. June 21
The sounds of great music and the smells of delicious food will fill the air on the first official day of summer at the area’s favorite street party-- the Columbia Pike Blues Festival, Sat. June 21 from 1:00 to 8:00 pm. Several blocks of S. Walter Reed Dr. just north of the Pike will be blocked off to make room for this year’s expanded event. Thanks to our presenting sponsor Dog Paws University, our benefactors Yuengling Beer, PikeRide and the Car-Free Diet, the Washington Forrest Foundation, and others, admission is FREE. Community groups and dozens of colorful vendors will line the street, and the children’s activity area will feature a moon bounce, face painting and arts and crafts. A great variety of lunch, snack, and dinner choices will be yours from Big Daddy’s BBQ, Rincome Thai, to Bob & Edith’s Diner, plus Indian and Mediterranean cuisine, Italian ice, funnel cakes, ice cream and more.The music kicks off at 1:00 pm with Danny Blew & The Blues Crew, who will be followed by Karl Stoll & The Dangerzone. County Board to Consider Arlington Mill Project The Use Permit and amendments to the Master Transportation Plan for redevelopment of the Arlington Mill Community Center property will go before the County Board at their carry over meeting on Tuesday, June 24 at 6:00 pm. Plans for the Form Based Code compliant project were recently refined as part of a design review and value engineering, reducing the mixed-use building at 4975 Columbia Pike and S. Dinwiddie from 6 stories to 5, and the number of residential units from 203 to 192. The project also includes a 30,000 sq. ft. community center, a 9,000 sq. ft. gymnasium, a public plaza, 3,000 sq. ft. of retail space, and underground parking. The plans were approved by the Planning Commission on June 4 with some conditions including the need for additional work on trail connections and the location of transformers. World Gym Signs Letter of Intent for Space at the Halstead According to the website of KLNB, the broker handling the leasing of retail space at the Halstead (corner of Columbia Pike and S. Walter Reed Dr.)World Gym intends to lease 6,000 square ft. on the ground floor of the building facing 11th St. S.As the only health club in the Pike’s Town Center area, this will be a welcome addition. Design Plans for the New Penrose Town Square--
The public can see the latest plans and get an update on the master planning process for Penrose Square at a community meeting to be held on June 10th, 7:00 p.m. at the Walter Reed Community Center, 2909 16th St. S.This town square will be located at the intersection of Columbia Pike and South Barton Street (currently the surface parking lot of the Adams Square Shopping Center), in front of the Penrose Square mixed use development.Preliminary concepts for the new public space include paved activity and performance areas, an interactive water feature, public art, turf mounds, and shaded outdoor seating areas. Columbia Pike Condo Offers Green Roof Overview and Tour On Saturday, June 21, 11am - 12:30 pm, come hear from The Palazzo Condo Association about how they were able to conserve energy, reduce stormwater runoff, and conserve energy by installing an 8,000 square foot green roof on the top of its building. Pedestrian Bridge Upgrade Project to Begin The pedestrian bridge across Rt. 50 that connects the Arlington Heights neighborhood to Ashton Heights and Lyon Park to the north is about to be renovated. In the next week or so the bridge will be closed and lane closures will begin to allow crews to perform the upgrades. The lane to be closed will alternate daily and closures are expected to last 5 weeks. The $500,000 project includes replacing the bridge’s metal decking and fencing, improving railings, installing new lighting, and roofing and painting the bridge. Wakefield Teacher Lauded; Students Win Scholarships In more good news for Wakefield High School, Felix Herrera who teaches English as a Second Language there received the Victoria D. de Sanchez Hispanic Teacher of the Year award at Marymount University’s Education Dinner in May. And, at an awards reception to be held yesterday the Arlington Community Foundation awarded $70,000 in scholarships to 30 Wakefield students past and present. The awards will help these young scholars begin or continue to pursue their college educations at institutions including the University of Virginia, William & Mary, Virginia Tech, George Mason University, Princeton, Catholic University, and Northern Virginia Community College.
Real Estate in 22204 Still Selling Well Residential properties in the 22204 zip code area of Arlington County are selling! In total 158 properties were sold in the 1st quarter of 2008. 65 single family homes went under contract in the first quarter 2008 with an average list price of $509,080 and sold price of $499,238, and were on the market for an average of 91.5 days. Meanwhile, 45 town home, duplex, row house (including condo town homes) properties were contracted for at an average list price of $367,156 with 89 days on market. And, 48 condos received contracts with an average list price of $238,620 and average days on market of 92. While the statistics for the first quarter of 2008 are off a bit from the same quarter in 2007, it is important to note that the area continues to be in demand. Farmers Market Opens This Sunday for 13th Delicious Year
Another sure sign of spring is the reopening of the popular Columbia Pike Farmers Market this Sunday, May 4, from 9:00 am to 1:00 pm! The Market will take place each Sunday through November in Pike Park, at the corner of S. Walter Reed Dr. and Columbia Pike. Opening day festivities will include live music by Buck Empson, and performances by local juggler Patty Johnson. What’s more, courtesy of the Arlington Cinema N’ Drafthouse, selected vendors will offer free movie passes with a purchase of $5 or more.

Giant to Offer Interim Pharmacy and Grocery Services
With demolition of the existing Giant grocery and pharmacy stores in the Adam’s Square Shopping Center several months away, Giant’s Director of Real Estate has issued a letter spelling out plans to serve existing customers during construction of the replacement store in the Penrose Square development. The plan includes operating a pharmacy at 2408 Columbia Pike, the vacant storefront next to Rappahannock Coffee. The letter indicates the interim pharmacy will open “simultaneously with or as soon as practicable after the closing of the Adams Square unit.” For grocery service Giant plans to provide a free round-trip shuttle from the interim pharmacy to the Bailey’s Crossroads Giant on Saturday mornings. Pursuant to a condition of the Penrose Square site plan, the County Manager must approve Giant’s interim service plan before the County will issue a Clearing, Grading, and Demolition permit. County Initiates New Online Tax Filing for Businesses
Arlington Commissioner of Revenue Ingrid Morroy recently announced the launch of a new business tax filing program. The system will allow businesses to file business license and monthly meals tax returns online and pay at the same time, without completing any paperwork. To access the system business owners will enter their Federal Employer Identification or Social Security Number and their business account number. Plans for Bob & Edith’s 2 Site Coming Together
Local developer Bob Eisenberg is refining plans for a 4-story mixed-use project at 4707 Columbia Pike, the former home of a Bob & Edith’s Diner. Eisenberg, who is President of Heritage Property Co. LLC, a firm he established in 2006, said he has had his eyes on the site for some time, and is excited about the opportunities that Columbia Pike presents. He is committed to following the Columbia Pike Form Based Code, and said he “wants to build something the neighborhood will be proud of.” Eisenberg recently attended a meeting of the Barcroft School and Civic League where he met some of those neighbors and presented conceptual plans for his site. The development, which is expected to cost $26 million, is slated to include 13,000 sq. ft. of ground floor retail space, and 65 apartments on the three floors above. Eisenberg hopes to obtain approvals and start construction in about a year, and complete the project in the summer of 2010.

The Hollywood Video store in the Westmont Shopping Center (3263 Columbia Pike) closed for good this week as part of the bankruptcy reorganization of their parent company, Movie Gallery. New Task Force on Diversity Established
The Arlington County Board has named the members of its new Diversity Dialogue Task Force, which is an extension of Board Chair Walter Tejada’s efforts to foster greater understanding across Arlington’s many cultures. The Task Force will play a key role in 3 “world café” style public dialogues this year, and develop recommendations on diversity related matters to the County Board. The panel is chaired by Reverend Dr. Leonard Hamlin, and has seven other members including CPRO Board member Dr. Teshaye Teferra of ECDC, and Columbia Heights resident Wuiping Yap who also serves on Arlington’s Multicultural Commission.

Tejada Draws Crowd to Columbia Pike Business Gathering
Nearly 100 members of the Pike’s small business community were in attendance at the March 19 gathering of the Columbia Pike Business Opportunity Network, and they were treated to inspiring remarks by Walter Tejada, Chairman of the Arlington County Board. Tejada encouraged the group to continue its efforts to promote the Pike and the unique and diverse businesses that make their home here. He spoke with pride of the County’s commitment to remain a welcoming community to immigrants, and of the need to revitalize Columbia Pike while maintaining affordability for the Pike’s residents and businesses. The event, which was emceed by Tara Miles of the County’s BizLaunch program, was sponsored by HSBC Bank and the Pan American Bakery.
Plans Discussed for Washington Boulevard Bridge
On the evening of March 16 representatives of VDOT presented updated plans to area residents for the Washington Boulevard Bridge replacement project which will include rebuilding the entire Columbia Pike/Washington Boulevard interchange. The latest plans move a traffic light on the Pike from S. Quinn St. to S. Queen St., and include a sound barrier near the southbound ramp from Washington Blvd. to the Pike.Next steps include obtaining final approval of the design, holding a citizens meeting, conducting a noise wall survey, completing detailed design work, and putting the project out to bid.Construction, which will be managed in 20 sub-phases to ensure continuous traffic flow, is expected to take 24 months once they have broken ground, and cost the State $45.6 million, $39.4 million of which is already in place. The local community has expressed a desire to name the bridge “Freedman’s Village Bridge” which would require action by the Virginia General Assembly.
Giant to Remain Open Awhile Longer
Developers of the Penrose Square project report that final details are being worked out on the lease for a new Giant store, and they are in the process of selecting a general contractor for the large construction project that will create significant new retail space, nearly 300 apartments, and over 700 underground parking spaces. “Before long we’ll be making plans for a groundbreaking event,” said Andrew Gutowski of Carbon Thompson Developers. Army National Guard Readiness Center Expansion Plans Spark Concerns over Parking
In response to 2005 Base Realignment and Closure (BRAC) Commission recommendations, new construction is planned at the National Guard site on S. George Mason Dr. in order to accommodate 1200 employees being moved out of Crystal City. While the new facilities are scheduled to open in 2011, there is no funding to build the additional parking garage that is also planned. The civic associations representing the Alcova Heights and Barcroft neighborhoods have written a letter to the Army National Guard disagreeing with the Draft Environmental Assessment’s “finding of no significant impact.”While the civic groups do not oppose expanding the facility they believe the project should not proceed until funding can be provided for a new parking garage to be completed in time for the opening of the expanded facilities.
Police Target Speeders in Pedestrian Safety Effort
As part of a 2008 “Street Smart” Pedestrian and Bicycle Safety Campaign, Arlington County Police targeted three intersections on Columbia Pike (S. Scott St, S.George Mason Dr. and S. Frederick St) for stepped up safety enforcement between 5-7pm on March 26.In those areas, 40 citations were issued; 10 of the 40 were for speeding near a crosswalk and the rest were for miscellaneous non-moving violations (e.g., no seat belt, expired inspection and improper display of tag). In another sure sign of spring, the Columbia Pike Farmers Market returns to Pike Park (S. Walter Reed Dr. and Columbia Pike) on May 4, and each successive Sunday, from 9:00 am to 1:00 pm. The long-awaited opening of Dog Paws ‘N Cat Claws University is just around the corner as contractors work to complete build-out of the former Rite-Aid Pharmacy at 940 S. 22204 Holding its Own in Residential Real Estate Market
More than $14.2 million dollars worth of homes were sold in the Pike’s 22204 zip code in February of 2008, up 7% over February 2007. The number of homes sold also increased from 30 to 33, including 22 single family homes and 11 condo/coop units. However, average days on the market grew from 74 to 110, and the average sale price declined slightly from $443,768 to $432,409. County Provides Eco-Friendly Spring Cleaning Opportunity

Excellent Progress Made on Design for Arlington Mill Project
On March 10 the County and its partner, Public Private Alliances, presented their latest plans for the redevelopment of the Arlington Mill Community Center site to the Columbia Pike Form Based Code Advisory Working Group. While still being refined, the group was able to visualize many aspects of the project, including the modern architectural style of the building, depicted here. According to Hunter Moore, the County’s lead representative for effort, the design was chosen to create a distinct and iconic look appropriate for the building’s civic purpose.The 6-story tower on the left side of the image, at the corner of the Pike and S. Dinwiddie, will contain space for community center programs, some ground floor retail, and rental apartments on the upper floors. Extending to the right of the image is a large gymnasium which sits behind a new public plaza. To the north of this building along Dinwiddie will be a 5-story residential building.The Advisory Working Group reviewed the plans using a 370-point Form Based Code checklist. While the project has been designed largely to meet the Form Based Code, the County Board will be asked to allow variations for the civic building on the Pike, but not, however, for the residential building, which will be fully compliant.The current community center is expected to close this summer, with demolition planned for this fall. Columbia Pike Properties Gain Recognition
Two Columbia Pike apartment communities were among the winners of the 2008 Landscape Recognition Awards from the Arlington County Beautification Committee. The Pike area champs are Dorchester Towers at 24001 Columbia Pike, owned by the E.G. Reinsch Companies, along with Quebec Apartments at 4014 Columbia Pike, owned by Silverwood Associates. The beautifully maintained Dorchester, located in the Penrose neighborhood, was built in 1963 and boasts lush grounds and a rooftop garden. The Quebec, located in Douglas Park neighborhood, was built in 1953 and renovated in 2002 and includes 129 affordable units along with 43 market rate apartments in a green park-like setting. Digging the Pike!
Excavation of sites for two major projects progressed quickly over the past month as crews continue to dig the holes necessary for underground parking at the Columbia Village (5440 Columbia Pike near S. Greenbrier St.) and Siena Park (2301 Columbia Pike at S. Wayne St.) developments. County Board Approves Concept Plan for
a Mixed-Use Development at the Arlington Mill Community Center Site
At its January 29 meeting the County Board endorsed the Arlington Mill Community Center Concept Plan, making it possible to meet the application deadline for an affordable housing tax credit program offered through the Virginia Housing Development Authority. The project includes a 6-story building at the corner of Columbia Pike and S. Dinwiddie St. that features a new community center with a large gymnasium, residential apartments, some ground floor retail, and a public plaza. To the north along Dinwiddie will be a 5-story residential building. Altogether the project includes just over 200 residences, of which approximately 61 will be affordable units for those at 60% of the area’s median household income level. In order to accommodate this plan, technical adjustments to the Form Based Code were approved by the Board on December 15. These include redrawing the revitalization district boundary to include the northern portion of the Arlington Mill property, designating a portion of Dinwiddie St. as “Avenue” site frontage, and modifying the planned width of Dinwiddie St. For more information go to: www.arlingtonva.us/Departments/ParksRecreation/forums/arlingtonmill/pdfs/page60672.pdf

County Signs Contract to Continue Columbia Pike Utility Undergrounding Project
With Verizon and Dominion utility lines now installed in the underground ducts that were contructed along a 2,500 ft. stretch of the Pike from S. Garfield St. to S. Oakland St., the County recently awarded a $250,000 contract to an electrical contracting firm to connect the underground lines to individual businesses.When this work is complete, overhead wires will be removed, as will some of the utility poles, but other poles with light fixtures will remain on a temporary basis until streetscape improvements (including new sidewalks, trees, and ornamental light poles/fixtures) can be implemented. The County expects to put the streetscape work out to bid in the near future. This project, which began in 2002 is expected to be completed this year. It will cost approximately $10 million, and is funded 50% by the State and 50% by the County.
Meanwhile, the County is in the planning phase of a $6 million utility undergrounding project for a smaller stretch of the Pike from S. Wakefield St. to S. Four Mile Run. This project includes the realignment of S. Four Mile Run Dr. across from S. Buchanan St. and will require acquisition of a portion of the Goodwill parking lot. Construction of the duct system is expected to begin by Fall of this year, and streetscape work would begin by the Summer of 2009.
Bob & Edith’s 2 Site Under Contract
The property at 4707 Columbia Pike at S. Buchanan St. has found a buyer. A local development company has signed a contract to purchase the .87 acre site and is planning to build a 4-story mixed-use building in accordance with the Form Based Code. The site was once the home of a Roy Rogers restaurant, and more recently was used for the second Bob & Edith’s diner. The diner closed its doors on January 25, and patrons are encouraged to visit the original diner at 2310 Columbia Pike.
Carbon Thompson Development and Giant Food are reportedly working out the final details of a new lease which, once the agreement is finalized, will make way for the demolition of the current Adams Square Mall and the construction of the new Penrose Square Development.The new development site will include a flagship Giant grocery.Demolition of the existing site is now slated for Spring 2008, later than previously reported by CPRO. Plans are also being worked out to provide temporary Giant Pharmacy services at a nearby location so that there will be uninterrupted access to pharmacy services.Meanwhile, the existing Giant Grocery store at 2515 Columbia Pike remains open for business.

Stratford Towers Renovation to Begin
Residents of Columbia Forest and Columbia Heights West neighborhoods may have noticed a flurry of recent activity at the Stratford Towers apartments at 4990 Columbia Pike and 955 S. Columbus St. Both buildings at the property, which was purchased in October of 2006 by Carmel Partners for $28.4 million, are scheduled to receive makeovers, and many residents are in the process of moving out of the first building. Management indicates that the 125 units in that building should be vacant by the end of April when the work is scheduled to begin. Following the renovation the property will re-open as rental apartments.

Streetcar Project Gains Momentum;
Feasibility of Funding and Public Interest Rise
The likelihood of bringing a modern streetcar system to Columbia Pike, which has been in consideration for nearly 5 years, has increased substantially in the past several months, as the project has gained public attention, and funding sources have become more promising. At the recent Pike Progress Luncheon Arlington County Board member Chris Zimmerman told the large crowd that he is "more confident than ever" that the system will be up and running in "four or five years."
Proponents of the system have been encouraged by a unanimous County Board vote that placed the Columbia Pike project on a list of County transportation priorities, the establishment of a $300 million per year fund by the Northern Virginia Transportation Authority that can be used to address area transportation needs, and the endorsement of the project by the Arlington Chamber of Commerce.
In addition, the Columbia Pike Streetcar has gained a good deal of media attention of late, as the subject of articles in the Washington Business Journal, the Arlington Sun Gazette, and in a number of segments on WTOP radio. One reason for the attention here is what’s happening elsewhere in the region and around the country, including in
Portland, Oregon (streetcar pictured above), where the streetcar system is credited with helping to revitalize much of the downtown area. "We are beginning to see a streetcar revolution," said Steve DelGiudice, an
Arlington
County transportation planner, who cites dozens of municipalities that are planning streetcar systems both to efficiently transport more people, and to gain the benefits of new economic development.
Arlington’s new “green” taxi company, EnviroCab, has chosen Columbia Pike for the location of its communications center. Interior improvements are currently being made at their new home, the storefront at 2617 Columbia Pike. The County Board recently granted approval to the company to field a fleet of 50 fuel efficient, low emission hybrids. The owners are area residents Hans Hess and Cord Thomas who said they chose the Pike because “South Arlington has been somewhat underserved for taxi service.” Besides, Thomas said, “this is an up-and-coming area, and we are an up-an-coming company.” For more information go to their website at www.envirotaxicab.com.
Site Plan Review Committee (SPRC) Pleased With Arlington Mill Project Refinements
Spontaneous applause broke out at the conclusion of the November 15 SPRC meeting on the proposed redevelopment of the Arlington Mill Community Center site. “I don’t think I’ve heard that before,” said a smiling Inta Malis, who chairs the SPRC and the County’s Planning Commission. “The community is clearly pleased with how responsive the County and their private partner have been to the issues they raised,” she said. In the latest iteration the co-developers proposed to pull the northern edge of a 5-story residential building more than 30 feet back from the property line bordering the Park Glen Condominium community, and to build a new access road on that part of the parcel for use by both Park Glen and residents and users of the new development. They also propose to close the southern portion of Arlington Mill Dr. which will enable a new public plaza along the Pike to be stretched toward Four Mile Run Park.This project will include a new community center, some ground level retail, a mix of approximately 200 affordable and market rate rental apartments, and underground parking.
2007 Pike Progress Luncheon Attracts Full House
In yet another sign that interest in the Pike continues to grow, the real estate development community and local stakeholders produced a record turnout on Nov. 26 for the annual Pike Progress Luncheon heldat the Sheraton National Hotel. Speakers included Chris Zimmerman of the Arlington County Board who recounted a number of the tangible signs of revitalization that are occurring here, including several mixed-use developments currently under construction. He also said he is “more confident than ever” that the Columbia Pike Streetcar project will be built and operational in four or five years. Terry Holzheimer who is Director of Arlington Economic Development told the crowd that by next summer “there will be more projects underway on Columbia Pike than any other area in Arlington.” Margaret Smith Ford of Woodfield Investments who is developing Siena Park at the former Safeway site said her company was attracted to develop a project on the Pike largely because of the community’s vision and the County’s support for the revitalization. The event was generously sponsored by the law firm of Walsh Colucci Lubeley Emrich & Walsh PC, Fraser Forbes Land Sales, Paradigm Companies, Woodfield Investments, US Bank, and our host—the Sheraton National Hotel.
Students Present Conceptual Plans for Columbia Pike Town Center Redevelopment
With construction on the Halstead now reaching the third story and beyond, groundbreaking at Siena Park complete, and demolition upcoming for the new Penrose Square development, our ability to envision the future of the Town Center area continues to sharpen. On Wednesday, December 12 at 7:00 p.m. Master of Architecture candidates from Catholic University will present final concepts for redevelopment of another key piece of Town Center—the large parcels between Columbia Pike and 9th St. South, from the public plaza at Penrose Square to S. Walter Reed Drive (the Fillmore Shopping Center and the parcels immediately to the north and west). The session, open to the public, will take place at the Walter Reed Community Center, 2909 16th Street South. This presentation represents the culmination of a semester long study of the site led by local architect and Associate Professor Temple Washington. In developing their ideas the students sought to apply the Form Based Code that guides Columbia Pike’s redevelopment.

Columbia Pike’s Penrose Neighborhood honored at the Arlington Green Living Gala
Penrose was one of two winning neighborhoods in Arlington County for the Green Living Challenge, a ten-month contest with actions for residents to take to protect the environment and make Arlington a healthier, more sustainable community. The Green Living Challenge was launched in January and challenged Arlington residents to complete as many of sixteen different green lifestyle actions as they could before October 31, 2007. Penrose followed Ashton Heights in achieving the most points.Congratulations to all who participated and for making a difference!

How did home sales in zip code 22204 stack up in November 2007 verses October 2007? In short, single family home sales were up, while fewer town homes and condos were sold. In November there were a total of 29 properties sold, including 13 single family properties and 16 townhouses or condominiums. Major Milestone at Siena Park Celebrated
Excitement was in the air on the morning of November 14 as a large group of stakeholders brandished shovels, spray painted gold for the occasion, and broke ground for the new Siena Park on Columbia Pike at S. Wayne St. in Arlington. Margaret Smith Ford of Woodfield Investments, the developer of the 6-story mixed-use project, welcomed county officials, neighborhood leaders, and the developer’s team for the long-awaited milestone. An important piece in the Pike’s revitalization, Siena Park will include more than 32,000 sq. ft. of new retail space, 14,500 sq. ft. of office space, 188 apartments, and more than 400 parking spaces on three underground levels. Pike Businesses Gather to Learn About New Retail Opportunities
Concrete slabs have risen quickly at the Halstead in recent weeks, one atop the next, and construction crews are now completing structural work on the top floor. This is an important milestone in that it will allow crews to continue their work inside the building envelope during inclement weather. The 8-story mixed use building will include 30,000 sq. ft. of ground floor retail, 269 apartments, and underground parking. The developer, DSF Advisors, is hoping to complete major construction in about 5 months and be able to deliver “vanilla shell” retail spaces in July for interior work. The building is expected to be open in November of this year.

Virginia ’s first career and technical academies under a new state program, according to an announcement last Friday by Governor Tim Kaine. Under the initiative the
Career
Center will receive a $20,000 planning grant followed by a $100,000 award upon approval by the Board of Education and the State Council of Higher Education. The local center will focus on 5 main areas: automotive, digital media, information technology, emergency medical services, and engineering. Programs in Stafford, Newport News, Suffolk, Russell, and
Halifax also won grants which are being funded by the National Governors Association, the Bill and Melinda Gates Foundation, and Intel Corporation.

Columbia Pike 200th Anniversary Planning Effort to Begin
Did you know that Columbia Pike will soon be 200 years old? Chartered by Congress in 1808 as the Columbia Turnpike Road and officially opened the following year, the Pike’s historical journey includes federal soldiers marching from Washington DC to battle sites in
Virginia during the Civil War. As we look to the future of a revitalized Columbia Pike, commemoration of this important corridor’s rich and evolving history is in the early planning stages.
